In summary
- On October 12, 2026, we did not find any open notice dedicated to SME digitization on the official portals — and the PRR ended on August 31, 2026.
- The main support for R&D in the IT sector is the “SICE – Productive Innovation”: SMEs, minimum investment of €300,000, eligible IT equipment and software, but only as part of an innovation project. The general window closed on September 30, 2026.
- Until August 2027, the Portugal 2030 Annual Warning Plan provides for 172 warnings. Those who have the IT plan documented before the warning opens will arrive in time; those who start on the day of the opening rarely make it.
- A rule that eliminates many applications: the investment made before the application date is not eligible. Don't buy the property first to apply later.

Support and funds for investing in computing They exist, but not in the way many entrepreneurs imagine. Today in Portugal, there is no “digitalization check” open to SMEs to exchange computers, servers or firewalls. There are broader programs — productive innovation, R&D, internationalization — where IT enters as part of a larger project, and credit with public guarantee. Those who have the technical plan ready when the notice opens have an advantage.
What is actually available (October 2026)
| Instrument | What it is | State as of 12/10/2026 | Interested in a SME with 10–200 employees? |
|---|---|---|---|
| SICE – Innovative Production (MPr-2026-6) | Fund lost to SME innovation projects; includes computer equipment and software | General window from 15/06 to 30/09/2026. Extended until 30/10/2026 only for COMPETE 2030 applications from the previous notice (MPr-2025-9) still without a decision proposal. | Yes, if the total investment is at least €300,000 and the IT component is part of an innovation project |
| SIAC – Digitization (COMPETE2030-2026-3) | National plan for the digital transformation of companies | Applications until 31/07/2026 | Not directly: the beneficiary entity is IAPMEI, not the companies |
| PRR – Recovery and Resilience Plan | Post-pandemic European funds, including digital transition measures | The execution period ended on 31/08/2026 | Don't count on new warnings |
| BPF InvestEU Guarantee Line – Research, Innovation and Digitization | Bank loan with public guarantee (not a guaranteed fund) | Sold through banks; confirm availability with your bank | Yes, for those who prefer to finance the investment rather than wait for a warning |
| Annual Plan of Warnings Portugal 2030 (Sept/2026 – Aug/2027) | Calendar of upcoming competitions | 172 planned warnings, about 2 billion euros | Yes — this is where the next window is being prepared |
Productive Innovation: where computing can come in
The SICE – Innovative Productivity 2026 alert is intended for micro, small and medium-sized companies with organized accounting in all regions of the continent. The list of eligible expenses includes computer equipment and software necessary for its operation, as well as standard or custom-developed software.
Three conditions weigh in the decision:
- Minimum dimension. The total eligible expenditure must be at least €300,000. A project involving only computers and licenses for a 30-person company rarely reaches that amount.
- It has to be an innovation project. Information technology is seen as a means to an objective — a new production line, a new service, a new process — and not as routine renewal.
- The support rate depends on the region. The maximum rates per program are 60% in COMPETE 2030, Norte, Centro and Alentejo, 50% in the Algarve and 40% in Lisbon, with rules on escalation and limits for regional aid.
The same notice sets a 24-month implementation deadline, except in justified cases, and requires submission to the Funds Portal with prior registration. After submission, the application cannot be changed.
The rule that eliminates more applications
The warning is explicit: investments made before the application date are not eligible, with the exception of preparatory work such as feasibility studies. This is the so-called “incentive effect” — the support must be the reason for investing, not a reward for something that has already been done.
Buying the servers in July and applying in September throws away the support. The planning has to come before the order. Having a IT budget for 2027 closing early solves both problems: you know what to buy and when, and you can align the purchase with the alert window.
What your IT has to have documented before the warning goes into effect
The application is the work of the incentive consultant; the technical part — what to buy, why, how much it costs and within what timeframe — has to come from the company:
- Current inventory. Equipment, age, warranties, licenses and contracts. Without a starting point, there is no justification for the investment. Our IT hardware audit checklist It's a good start.
- Business objective through investment. “New ERP to integrate production and invoicing” is justified; “new computers” are not.
- Budgets that are biased by the provider. Equipment, software and services are separate, with brands, models and quantities.
- Realistic schedule. Phases, dependencies and timeframe within 24 months.
- Distribution by establishment. The form asks for investment per establishment — companies with multiple locations have to know where the money goes.
- Results indicators. Processing time, capacity, availability — numbers that can be measured in the end.
How to follow the upcoming warnings
The Annual Warning Plan of Portugal 2030, presented in September 2026, foresees 172 warnings between September 2026 and August 2027, with approximately 2 billion euros, including the area of productive innovation. In the Lisbon regional plan, for example, the warnings for companies are for R&D and internationalization — none are specifically for digitalization.
Check the COMPETE 2030 notice page and the regional program plan for your area once a month, and register the company in the Fund Portal before you need to.
A note of honesty: DataRoad does not make applications or promise funding. What we do is prepare the technical plan and the IT budget, with the quality that a consultant for incentives and an evaluator need to see.
A real case: audit first, investment later
Na France Posters, DataRoad, a French large-format printing group with units in France, Spain and Portugal, moved to the headquarters in Paris to set up the infrastructure on site: the real network (and not the documented one), servers, licensing, privileged accounts, protection of workstations and backups. The result was a report that separates what is immediate risk, what is technical debt to plan for and what is good and not needs investment — followed by consulting to turn the findings into decisions with cost and execution order.
This is the document that usually is missing when a notice opens: a prioritized list, with values.
Frequently Asked Questions
Is there any open support just for buying computers?
As of October 12, 2026, we did not find any official notice open for SMEs with this purpose. The IT equipment is eligible in the SICE – Industrial Innovation, but integrated into an innovation project with a minimum investment of €300,000.
Can I buy it now and apply later?
No. The Innovative Production Notice excludes investments made before the application date, except for preparatory work such as feasibility studies. Plan first, apply, and only then order.
Does DataRoad make the application?
No. We prepared the technical plan and the IT budget — inventory, priorities, equipment, deadlines, and costs — so that your company’s incentive consultant has a solid foundation. We do not promise approval or funding.
And what if the investment cannot wait for a warning?
An alternative are the credit lines with guarantee from the Portuguese Development Bank under InvestEU, including one dedicated to research, innovation and digitalization, contracted through the banks. It is a loan, not a grant.
