Public procurement
Councils, institutes and public bodies with their own procurement rules.
We prepare bids for public tenders and provide the documentation, the deadlines and the audit trail that a public body needs to be able to demonstrate.

IT for the Public Sector and Public Tenders
DataRoad executes IT infrastructure projects for public entities, including contracts awarded through tender. We know the demands of the process: detailed specifications, work certification, contractual deadlines and complete technical documentation at the end of the project — because in a public entity, the job is only done when the file is delivered.
What distinguishes a public work
Technically, a structured network in a public building is the same as a network in a private office. What changes is everything around it: what was written in the specification must be carried out, the deadline is contractual, and the handover of the work depends on documentation that in a private project is often not even requested.
What is written is what counts
Solution changes, even when technically better, must be formally proposed and approved. Improvising on a public works project is asking for acceptance issues.
The building doesn't lock
Schools, courts, local authorities and customer service points continue to operate during the intervention. Phased planning is not a courtesy — it is a condition.
The evidence is documentary
Without certification reports and final screens, a well-executed project cannot be accepted. The documentation is part of what was awarded.
Deadlines with consequences
Deadlines are contractual and have associated penalties. Materials and team planning is done with that margin in mind.

What we ran
| Area | This includes |
|---|---|
| Structured cabling | Certified cabling in new and existing buildings, with point measurement report. |
| Wireless | Wi-Fi 6 and Wi-Fi 7 with prior coverage analysis and centralised management. |
| Active equipment | Cabinets, Layer 3 switching, PoE power supply (power over the network cable itself) and documented organisation of the distribution. |
| Physical security | Video surveillance and access control, with compliant retention periods and logs. |
| Post-construction | Warranty, preventive maintenance and support, with a defined contact channel. |

Certifying is not testing
Testing is connecting the two ends and confirming there is continuity. Certifying is measuring attenuation, crosstalk, delay and length on each pair, comparing them against the limits of the contracted category, and issuing a signed report per point.
The difference shows up years later, when the network starts having intermittent faults that nobody can explain — and there is no baseline measurement to compare it with.
Structured cabling and wireless networks in public buildings
What the specification demands, delivered as demanded
In a public procurement contract, the structured cabling it is not judged by the visible result: it is judged by what can be measured and verified upon delivery of the work. We work with a detailed bill of quantities, materials in accordance with what was specified, and certification of each point deliver as a report — not a sample. Where there are multiple buildings, the connection between them is made via fibre optic cable, with intermediate racks sized to accommodate growth without new construction work.
Wi-Fi coverage in service and work areas
A public building brings together citizen service areas, offices, meeting rooms and sometimes auditoriums — each with different requirements. We installed enterprise wireless networks with a site survey carried out on-site, Wi-Fi 6 and Wi-Fi 7, and a clear separation between the service network and the network made available to the public.
We carried out, through public tender, structured cabling and 56 Wi-Fi 7 points across three buildings of the Public Administration Social Services.

Supply and installation of IT network equipment
This is the designation that appears in most specifications, and it is precisely the object we execute: supply and installation of computer network equipment for municipalities, schools, healthcare facilities, institutes and other contracting authorities, under the Public Contracts Code.
The usual scope of a procedure includes:
- Structured cabling in CAT6/CAT6A copper — the two cable categories used in buildings today — and optical fibre, with certification by calibrated equipment and a per-point report.
- Racks and passive infrastructure — cabinets, panels, organisation, labelling in accordance with standards and as-built documentation.
- Active equipment - managed switches, PoE, fibre uplinks, stacking and redundancy.
- Wireless network — access points, controller, separate networks for services, staff and the public.
- Perimeter security — firewall, VLAN segmentation (separate networks within the same infrastructure), controlled maintenance access.
- CCTV and access control when integrated into the same procedure.
- Warranty, support and service levels for the period set out in the notebook.
Proposal preparation and responding to tenders
We respond to prior enquiries, direct adjustments, public tenders and batch procedures. We deliver the technical documentation in the required format — descriptive memorandum, priced bill of quantities, technical data sheets, work schedules, safety plan and declarations — and we meet the qualification, technical and financial capacity requirements.
If you are preparing a specification document and want to validate technical requirements before issuing it, we can do so free of charge and without this conditioning our participation: a well-written specification brings better proposals to all competitors.
We also work in English
Several procedures are also published in English, under the designation supply and installation of computer network equipment. We accompany international entities and diplomatic representations in Portugal, with technical documentation and liaison in English.
Frequently Asked Questions
Do you take part in public tenders?
Yes. We regularly execute works awarded by tender, with the documentary history that this type of procedure requires.
What documentation do you hand over at the end of the project?
Final layouts with the executed trace, map and identification of all outlets, rack diagram, equipment inventory, certification reports per point and component warranty terms.
Can you work without interrupting customer service?
Yes, and that is the norm. The work is carried out in zones and at agreed times, with the guarantee that each day ends with the service operational.
Do you carry out aftercare once the building work is finished?
Yes, the warranty covers what was installed and there is the option of a preventive maintenance and support contract, with response times defined in writing.
A chat before making a decision
